The segmented rim is the detail that makes this wheel.

A flat smooth outer ring would make this a large generic wheel. The individual panel segments bolted together in a circle do something completely different: they make the wheel look constructed. Like it was assembled from individual iron plates by a blacksmith, or built from timber sections by a cartwright. Each segment has that slight gap to its neighbour, each joint has the rivet detail. At 2.17", those details are visible at normal display distance. In a photograph, they're the first thing you see. This is the wheel that makes a build look historically researched rather than roughly assembled.

At 2.17", this wheel is taller than most minifigure torsos.
